Ocupou o cargo de Ministro dos Assuntos Sociais do II Governo Constitucional. Sob proposta da Faculdade de Economia (FEUC), a atribuição do título Honoris Causa a António Arnaut reconhece «um cidadão de Coimbra com presença muito significativa na vida pública nacional das últimas décadas e com a sua ação política associada a uma das mais marcantes deliberações democráticas depois do 25 de abril: o Serviço Nacional de Saúde".
